The best recommendation I can give you would be to get a Curt Lock Set for Adjustable Channel-Style Mounts # C23556. These locks are rated to handle the weight and are lockable to act as a theft-deterrent.

Dimensionally the Trailer Hitch Receiver Lock # e98881 that you referenced might fit to hold the ball mount platform in the Channel Style Adjustable Ballmount # C45900, but since it is not rated to handle the weight it would see in that position I cannot safely recommend you attempt to use it like that. Because when you think about it, hitch pins do not really bear any weight, they just keep the ball mount in position and let the hitch and vehicle frame carry all of the weight.
