Does Installing the Draw-Tite 75586 on a 2013 Toyota Highlander SE Require Mud Guard Removal

No. Installing a hitch like the Draw-Tite # 75586 does not require the removal of the mud flaps on your 2013 Toyota Highlander SE. This hitch installs without any drilling required but trimming or removal of underbody panel may be required for installation.
If you're going to be towing with this hitch you'll also need a wiring harness, ball mount, hitch ball, hitch pin and clip. For wiring, I recommend using the Tekonsha T-One # 118449 because of the reliability of the powered converters on Tekonsha products. This is a plug and play harness, so it will be easy to install.
To complete your towing setup I recommend using the etrailer Ball Mount Kit for 2" Hitches - 3/4" Rise or 2" Drop - 7,500 lbs # 989891, which comes with both a 1-7/8" and 2" hitch ball that will allow you to tow trailers with either coupler size. It also comes with a hitch pin, clip and storage bag to keep everything in when it's not in use.
