Does Curt Class III Trailer Hitch C13417 Include Installation Hardware

Does this hitch come with the bolts to install? If, not what size of bolts and nuts are preferred? Thanks

The hitch doesn't include hardware because the necessary hardware is already on the truck.
The Curt Class III hitch you refer to, part # C13417 uses 4 existing M16 bolts to attach to the vehicle. You'll clamp the bumper into place, remove the 4 bolts holding the bumper assembly to the frame, then install the hitch using the same bolts that were just removed. I've linked to the installation instructions and to an install video showing the hitch being installed on a 2019 Ford Ranger like yours.
If you'll be towing with the hitch, you'll also need a trailer wiring harness, a ball mount and a trailer ball. For the wiring harness, use # 22124. For a ball mount use # C45010 and for a trailer ball, use # 19260 for a 1-7/8 or # 63845 for a 2 inch ball.
