I can definetly recommend the parts you will need to add a 7-way connector to your 2009 Volvo XC70.
You are correct that you will first need to add a 4-way connector to your vehicle. I recommend the Hopkins Plug-In Simple Vehicle Wiring Harness # HM11143735 which will be a plug and play installation that will use its own power wire connected directly to the battery to protect your vehicles factory tail light wiring harness.
The Tekonsha T-One Wiring Harness # 118467 you were looking at will not work as it is designed for select 2010-2021 Subaru's.
With a 4-way connector installed you will need to install the Universal 7-Way Installation Kit # ETBC7 or # ETBC7L which was designed to work with a wireless trailer brake controller like the Curt Echo # C51180. Both of these options will give you a 7-way connector and a 4-way connector for towing any type of trailer.
I recommend going with the # ETBC7L and using the Curt Echo # C51180 due to it mounting directly to the 7-way connector which allows it to be used on any vehicle with a working 7-way connector and not requiring you to run wires inside of your vehicle and permanently mount the trailer brake controller.
The # ETBC7L will plug in to your new 4-way connector and only require you to ground the white wire to your vehicle's frame, and run the black wire to the battery of your vehicle with the included 40-amp circuit breaker.
I included a video of all of the products mentioned for you to take a look at.
