I'm happy to hear that you are pleased with your Roadmaster Crossbar-Style Base Plate Kit # 4414-1 on your 2010 Ford Escape!
The driver and passenger arms that you mentioned are what you mount the crossbar of the tow bar like the Roadmaster Sterling All Terrain Tow Bar # RM-576 to as seen at the 3:25 minute mark in the included video.
This allows you to mount the crossbar to your vehicle, but still be able to remove it when you are not flat towing by simply pulling the pins on the two arms.
Since you mentioned that your Roadmaster Sterling does not have a crossbar you will need the Replacement Quick Disconnect Crossbar Assembly # 910021-00 to attach your tow bar to your base plate kit.
I included videos for all of the products mentioned for you to take a look at.
