You'll want to check the power distribution box under the hood, as there are likely fuses that need to be installed and final wiring connections to be made in order to power up the 12-v 7-way power feed or the brake controller output.

I'll link to an article that discusses this in depth, but I'd be happy to run through the gist of it here. Check fuse position 63 and 68, and make sure fuses are installed. There's two threaded posts on the front of the distribution box that should have wires with ring terminals attached to them. If there aren't wires attached, you'll need to connect them. On the right side of the distribution box, between the box and the fender, you should find a wire with a large ring terminal. Connect this to the left hand stud, securing it with a M6 nut like # 185916. This connection powers up the brake controller. To complete the 12volt circuit to the trailer connector, look to the left of the distribution box. Look under the brake booster for another wire with a ring terminal on it. This wire connects to the right hand stud on the front of the distribution box using an M8 nut like # 185917.

With fuses in both locations and wires attached as mentioned above and as shown in the linked article, the brake controller connections will be finalized and everything should work perfectly. Keep in mind, if you're using a proportional brake controller, you won't get any power output to the 5:00 pin unless the vehicle is in motion, but you should get output on that pin with the brake controller's manual brake switch actuated.
