4 Bike Platform Rack

Can the Saris 4 bike ex clamp rack be converted to a 2 bike rack relatively easy?

The 4 bike rack Saris part # SA4026F that you referenced does not have ability to be reduced down to a 2 bike rack, but you could certainly choose to carry between 1-4 bikes with it.
It would be the same for the Thule T2 Pro XTR 4 bike rack part # TH69TX. This is widely considered to be one of the nicest bike racks out there.
