To be able to tow the trailer with a 7-way connector you are right that you will need to install a 4-way connector first if your 2009 Jeep Wrangler Unlimited does not come with a factory tow package.
The Hopkins Plug-In Simple Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # HM42635 will plug into your factory harness in your Jeep without factory tow package.
The Curt Trailer Connector Adapter - 4-Way to 7-Way RV and 4-Way Flat # C57672 will be able to plug into your newly installed 4-way connector but instead I recommend the etrailer 7-Way RV Upgrade Kit for Trailer Brake Controller Installation # ETBC7L as it includes everything needed for installation. For the Curt Trailer Connector Adapter # C57672 you will also need the Curt Universal Wiring Kit # C51500.
The Curt Echo Wireless Trailer Brake Controller # C51180 will plug in to your Jeep's 7-way connector and into your trailer's 7-way connector. You do not need to run the blue wire for the Curt Trailer Connector Adapter - 4-Way to 7-Way RV and 4-Way Flat # C57672 inside of your vehicle when using the Curt Echo Wireless Trailer Brake Controller # C51180. You will still need to run black power wire with a circuit breaker to your vehicle's battery which is included with the etrailer # ETBC7L
If you do not already have a trailer hitch receiver I recommend the Curt Trailer Hitch Receiver # C13392 which offers a max Gross Trailer Weight of 3500lbs, and a max Tongue weight of 350lbs, and in my experience has a tougher powder coat finish than other trailer hitch receivers available for your Jeep.
The last things you will need are a ball mount, hitch ball, and clip and pin. On the top of tongue of your trailer you will see where it says what hitch ball size is required. You will also need to find the correct rise/drop amount for your vehicle and trailer combination. I attached a helpful article that shows how to find the correct hitch ball size, and how to measure for the correct rise/drop for your combination.
With your rise/drop measurement and knowing which hitch ball size you need, you will need to go to the link I attached of our 2x2 ball mounts and find one with the correct rise/drop ball mount, and the correct hitch ball size. Kits like the etrailer Ball Mount Kit for 2" Hitches # 989900 also include a carrying case, and a pin and clip.
