Can the Yakima OverHang Carry Heavy Downhill Electric Mountain Bikes

I not only have a van, but want to know if a could hang three electric down hill bikes on the rack that weight 48lbs each?

I have a solution for you, and while you could use the Yakima HangOver 4 # Y02484 on a van without any issues, it only has a capacity of 37.5-lbs per bike. For this reason, it's not going to be able to be used this to carry bikes your downhill electric mountain bikes that are 48-lbs.
Instead, I recommend using the Hollywood Racks Sport Rider SE Bike Rack for 4 Bikes - 2" Hitches - Frame Mount # HR1400Z or the Sport Rider SE for Fat Tire Bikes # # HR1400Z-FB, which can carry bikes up to 50-lbs each, so it will work well for you. Additionally, since it's a platform rack it's going to be easier to load your heavy bikes than the HangOver 4, so it's really a great choice. The Sport Rider SE does come with locks for the bikes and a locking hitch pin, which is going to help keep your investments protected.
