I'm happy to inform you that you are correct in the part numbers needed to install the Rhino-Rack Vortex Aero Crossbars, part # RRVA137B-2, on a 2008 Honda CR-V naked roof. I've linked to a video installation of this combination on a 2018 Honda CR-V.

Luckily, we have a bundle of this setup that I've linked to to make it much easier for you to navigate.

The 2500 Series Legs, part # RRRLKVA, come pre-installed with locks that keep it secured to your roof, meaning it will prevent the theft of your roof rack system.

With the added Endcap Locks, part # RRVA-LEC4, you will gain the additional security of locking your crossbars' T-Slot, meaning it will prevent the theft of any accessories (such as bike racks) mounted using the T-Slot of the crossbars.

In other words, the preinstalled locks on the feet keep your rack secure while the endcap locks keep your C-Channel-mounted accessories secure. I've linked to a video review of the Endcap Locks so you can see how it works.
