I have a 98 Ford expedition xlt 4x4 with 17inch tires. Is there a class iv hitch I can put on it. I plan on hauling a 6x10 dual axle dump trailer.

The highest capacity hitch available for the 1998 Expedition is the Curt # C13049. The hitch has a 6000 lb gross towing or 600 lb tongue weight capacity, but when used with weight distribution, the capacity increases to 10,000 gross towing or 1000 lbs tongue weight. You will want to determine the towing capacity of your Expedition and abide by whichever is lower.

If you would care to reply with the fully loaded and ready to tow tongue weight of your dump trailer, plus the weight of anything stowed behind the rear axle of the Expedition, I would be more than happy to recommend a weight distribution system for you.

I will link you to an FAQ article about weight distribution and an article that describes a few methods of determining your trailer tongue weight.

The Draw-Tite 41922 you referenced is a fit for a Ford F250/350 Super Duty pickup, and wouldn't be compatible with your Expedition.
