I spoke with my contact at Curt and he said when installing the Curt Class III 2-Inch Hitch, part # 13432, to your 2007 Jeep Wrangler Unlimited, the bolts can be installed either direction, as long as they are torqued correctly.
The reason they say back to front, when installing the bolts, is because on most applications there is more room on the front of the hitch to install the nuts to the bolts. The clearance is limited for the nuts to install when the bolts go in from the front to the back. For some applications of this hitch it might be easier to install the bolts the other way.
If you plan on doing some towing, the recommended ball mount is Curt Ball Mount, part # D-4 and you can use pin and clip # PC3. For a hitch ball, you can use either Tow Ready Hitch Ball, part # 19260 (1-7/8 inch diameter), or Tow Ready Hitch Ball, part # 19247 (2 inch diameter). For trailer wiring, use Tow Ready T-One Vehicle Wiring Harness, part # 118416.
