In order to carry bikes on a 2016 Honda CR-V you have a few options, the best one is to install a trailer hitch and use a hitch mounted bike rack. The reason for this is because it will allow you to carry the most amount of bikes and it will be most versatile. The photo you have attached if of a tow loop and this cannot be used to attach bikes.
The Thule Hitching Post Pro part # TH934XTR is a great option, in order to use this you'll need the etrailer Trailer Hitch Receiver part # e98868. The etrailer Trailer Hitch Receiver is a direct bolt-on fit with no drilling required.
