Ultimately the tongue weight of a trailer could be anything regardless of what the weight or GVWR of the trailer is. You want to shoot for a tongue weight that is 10-15% of the weight of the trailer though so if your loaded trailer is 2,820 lbs and the scale showed 560 lbs just for the tongue weight then you might need to play around with how the boat is loaded. If you have cargo on board then I'd try moving it back some to get to at least 15% which is 423 lbs.
To avoid a trip to the weight scales every time you want to check your tongue weight I recommend getting the etrailer Trailer Tongue Weight Scale # e99044. This is very easy to use and can easily be stored inside your tow vehicle so that you have it readily available whenever you want to check your tongue weight. The other good thing about having your own scale is that you can easily practice loading your trailer to get the correct weight.
