Yes, the Curt Custom Fifth Wheel Installation Kit part # C16427-204 which is a fit for a 2019 Ram 2500 will work perfectly with the Curt E16 5th Wheel Trailer Hitch w/ R16 Roller part # 16516. The Curt E16 is an excellent option that will do a great job of providing a safe and secure connection point with the ability to provide additional turning clearance when making sharp turns so you don't have any run-in with the trailer and vehicle.
If you don't already have an in-bed wiring harness, the Curt 5th Wheel/Gooseneck Custom Wiring Harness part # C56070 will do a great job for this.
