Does the vehicle have to be put on jacks or a lift in order to install this? I have a 2019 Chevy 3500 High Country, do you have a set that fits mine?

In order to install the RoadActive Suspension Custom Leaf Spring Enhancement Kit part # RAS4611 on a 2019 Chevrolet Silverado 3500 you will need to remove the rear wheels which would require a jack and jack stands but not a lift. The reason for this is because you would not have any room to work if the wheels were not removed and the suspension also needs to be unloaded in order to mount the system. That said, this is the case for all suspension enhancements in regards to needing to have the suspension unloaded.

The RoadActive Suspension Custom Leaf Spring Enhancement Kit is one of the easier to install options so it would be a fine choice and something you can knock out in a few hours with the proper tools.
