Is the RP66073 the right choice for a surveyor rks 235 TW about 500lbs and pulling with a 1999 f250 super duty

If the 500 lb tongue weight figure you mentioned represents the fully loaded and ready to tow tongue weight of the trailer and includes the weight of anything stowed in the truck bed behind the rear axle, the Reese Strait-Line Weight Distribution system you mention would be exactly the system I would recommend. This system is designed for trailers with tongue weights ranging from 400-800 lbs, which is perfect for your application if the tongue weight you provided is accurate.
The system does not include the weight distributing shank like part # RP54970 or a trailer ball with a 1-1/4 inch threaded shank like # A-90 for a 2 inch ball or # 19286 for a 2-5/16 inch ball.
