Can Trailer Door Be Closed When Lippert SolidStep Assembly Is Folded Down For Use

With these steps can these be in the down position not stowed and allow for the RV door to close so the trailer is not open to the exterior elements?

Yes, the Lippert SolidStep Fold-Down Steps like the Triple # LC791573 that you referenced will absolutely allow the trailer door to be closed when they're folded down for use. Like you mentioned in your question this will keep the inside safe from the elements while you're settled into your camping area and the steps are down for normal use.
I have attached a customer-submitted image of their 4-Step model installed with the trailer door closed, just so you can get a good picture of it in this position.
