The hardware of the Erickson Over-The-Cab Truck Bed Ladder Rack # EM07707 that you referenced would not be considered temporary install hardware. As long as you install the rack according to the instructions it can be left on for as long as needed and you'd be totally fine.
If you really wanted to drill through the mounting brackets and then through the bed rail to really lock it down that is something that you could do but you'd end up permanently modifying the vehicle and rack, plus it wouldn't make it any more secure.
