Can this platform rack be used for bikes with fenders? I will be using it on a 2019 Thor Chateau 22b

The best option for your bike with fenders is the Hollywood Racks Sport Rider SE part # HLY84FR. It is rated for use at the rear of a motorhome like your 2019 Thor Chateau 22b, has a high weight capacity for the e-bikes need (I'm almost positive that's what you have), and since it grabs the bikes by the frame instead the fenders of your bike would not be an issue.
