I looked up the specs on the Dutchman Coleman 28BHWE and the unloaded tongue weight looks to be 857 lbs so when the trailer is loaded it would pretty easily get to be above 1,000 lbs (especially when you consider that weight behind rear axle of tow vehicle counts as tongue weight as well) so the Curt Short Arm kit part # C17333 that you referenced would fit and work well.
