If you are getting intermittent power the potential issue with the Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C56165 on your 2007 Toyota RAV4 the first thing to do is take a look at your owner's manual to locate any trailer fuses or relays and ensure they are all there and in working order. The other thing that is going to be the problem is your ground. You need to make sure your grounds are attached to bare metal surfaces and free of any paint, dirt or corrosion.
I have added links to a pair of help articles on trailer wiring, including a troubleshooting guide which I highly recommend taking a look at. I have also added a link to a video showing this harness being installed on an '07 RAV4 which I strongly recommend watching.
