I tracked down the online version of the owner's manual for your 2019 Ram 1500 and the only note it provides with regards to the Four Corner Air Suspension when it comes to towing the truck says that it needs to be placed in Transport mode before tying it down (from the body) on a trailer or flatbed truck when towing it in this manner. It does not state that it cannot be flat towed.

The only clear restriction for this truck is that the 2WD models cannot be flat towed. Only the 4WD models of the Ram 1500 can be towed with all 4 wheels on the ground.

Since it's still a bit unclear when it comes to your air suspension I recommend contacting a local Ram dealer with your VIN so they can provide a more official response to this.

To flat tow your truck you will need a base plate kit, a tow bar, safety cables, a lighting solution, and a supplemental braking system. For these parts on your Ram I recommend the following:

The Direct-Connect Base Plates offer a really clean appearance when you aren't towing with removable drawbars and a hidden bracket design. The BlackHawk 2 All Terrain Tow Bar is an excellent unit that features a non-binding design that lets you release the truck anywhere (even on unlevel ground) and extra-long telescoping arms that help with maneuverability. The Roadmaster Diode Kit lets you wire the truck so that it accepts the tail light functions from the RV while also preventing any damaging feedback. I really like the SMI Braking Systems because of their responsiveness on the road and the fact that they are essentially plug-and-play units after the initial installation.
