Will etrailer Cargo Carrier Clear Spare Tire When Used on 2019 Keystone Cougar Travel Trailer

2019 Keystone Cougar 34TSB Travel Trailer The above trailer has the spare tire mounted to the rear bumper offset to the driver side and I would like to use the back hitch to put a carrier to hold the generator when camping will not be used when going down the road. Will this cargo carrier fit or maybe a better question will it have enough clearance to place the bar into the hitch and lock pin in and not hit the spare tire beforehand?

Yes, the etrailer Cargo Carrier # e98874 will absolutely have enough clearance to use and clear the spare tire on your 2019 Keystone Cougar 34TSB Travel Trailer.
Based on my research, this trailer has a hitch which is mounted and protrudes from its bumper; additionally, the trailer uses ST225/75R15 tires, so your spare will be just under 9 inches wide, which the carrier will easily clear. The SportRack Cargo Carrier measures 19-1/2 inches from the hitch pin hole to the closest edge of the carrier, meaning it will extend well past your spare tire.
To keep your generator secure in the carrier I recommend tie-downs like the CargoBuckle Cam Buckle Tie-Down Straps w/ S-Hooks # IMF12637.
For a similar carrier there is the Curt Cargo Carrier # C18151 which will also work but does require Anti-Rattle Trailer Hitch Receiver Lock for 2" Hitches # 63232 or Pin and Clip # PC3. There is a non-folding option as well, the Curt # C18150, which does need the same lock or pin and clip, but is more economical than the folding Curt carrier and will also clear your spare tire.
