There is a way for you to use a folding cargo carrier on your 2018 Kia Soul that has a trailer hitch with a Class I 1-1/4 inch hitch installed, which will be either the the Draw-Tite Trailer Hitch # 24915 or Curt Trailer Hitch # C11419, as both will fit your '18 Soul.
Along with these trailer hitches you will have to use the Hitch Adapter 1-1/4" to 2" Trailer Hitch Receiver # HTAD, which is the only adapter that can be used in a Class I hitch. It should also be noted that the use of an adapter reduces the tongue weight capacity of your hitch by 50 percent. That means the most amount of weight your cargo carrier and cargo can be is 100 lbs. To mount this adapter in your hitch you will need the Pin and Clip # PC2.
To get the most out of your cargo carrier you will want to use the lightest option, which is the Curt Cargo Carrier for 2" Hitches - Aluminum # C18100 which weighs 29 lbs. This will leave you with the ability to haul 71 lbs of cargo with the carrier. To secure the carrier in the hitch you will need either Pin and Clip # PC3 or Hitch Lock # e98880.
To transport your gear in the carrier I recommend checking out the Curt Cargo Bag for Hitch Mounted Cargo Carrier - Waterproof # C18210 if you need to keep your things nice and dry, or the Curt Stretchable Cargo Net # C18202 if you just need to keep your cargo in place.
