Since you already have a 4-Way connector on your 1996 Dodge Ram Van you just need to add the Universal Wiring Kit # ETBC7 and use some additional wiring # 10-2-1 for you to install a brake controller. These kits include all of the parts and wiring you need for full functioning 4-Way and 7-Way connectors.
Then for a brake controller I highly recommend the Tekonsha Voyager # 39510 and wiring # 20127 because it is a cost-effective controller that is still very reliable. This is a proportional brake controller so it activates the brakes on your trailer at the same time and with the same intensity as the brakes on your Dodge Van for a smooth braking experience and, most importantly, to keep your towing setup safe.
I have attached videos and written instructions for the ETBC7 kit and Voyager that you can reference.
