I would love to help but in order to do so I would need to know exactly which flat-tow wiring harness you have and how it is installed. For example, if you are using the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit part # RM-15267 then the running light circuit is spliced into behind the tail light and then run up to the vehicle side trailer connector with a diode in between. I have attached a wiring diagram of this for you as well. I recommend you check to make sure you are spliced into the correct wire that is responsible for the running light circuit.

If the vehicle wiring checks out and you can be sure you have the correct wire that is responsible for the running light circuit then the next thing I recommend you do is check the running light pin on the vehicle side trailer connector. For a 7-way, the running light pin is in the 11 o'clock position. If you don't have power here with the running light circuit active then you will want to check for a blown fuse or wire short.
