If you will be doing a one time only move from California to Texas then I suggest a cost effective tow bar like the Curt Tow Bar with Adjustable-Width Arms part # C19745. In order to install this towbar you will need to remove the bumper and attach it to the vehicle's core support somewhere. There are no speed restrictions for tow bars like the above. If a speed restriction is present, it will be from the owner's manual to protect the vehicle. The Curt Tow Bar will maintain its warranty so long as you abide by the speed limits of the roads you will be using.
In order to remain legal while travel through most states, you will also want to consider adding safety cables as well as lights. For safety cables, I recommend the Curt Single Hook, Coiled Safety Cables part # C80176 and for lights, I recommend the Heavy Duty Magnetic Tow Lights part # TL21RK.
