I strongly recommend the Curt Echo Mobile Trailer Brake Controller # C51180 for your 2004 Chevy Silverado because it is by far the easiest brake controller on the market to use while maintaining an exceptional level of quality.
To use the Curt Echo, just plug it into the factory 7-way on your '04 Silverado, and then plug your trailer connector into the Echo. There is no wiring you need to install and no controller taking up space in your Silverado's cab; all you need is your smartphone. Once you download the Echo's app you will use it to set up the brake controller and that's literally all there is to it.
This is a proportional brake controller which responds to your truck's deceleration so the braking will be smooth as with other proportional controllers. The difference between those controllers and the Curt Echo # C51180 is that the Echo is not going to take up any space in your cab or require any type of adapter to plug in between the brake controller and brake controller port, which in many cases can be an adventure in itself to try and locate.
I have added a link to a video review of this controller for you to check out so you can see for yourself just how simple the Echo is to use.
