Curt 4-pole wiring harness # C56406 and the similar Tekonsha # 118779 will work fine on a 2019 Jeep Cherokee with or without the factory tow package being present. Both of these custom-fit kits plug in to the wiring at the tail lights and they will function correctly either way since they are wired independently of any tow package wiring. I recommend the Tekonsha kit because in our experience their wiring products are the most reliable.
These harnesses feature a powered tail light converter that will protect the vehicle's own internal wiring from potential risk caused by shorts or overloads on the trailer.
The linked article will help you with the process of routing the harness 12V power wire up to the battery. I also recommend using wire loom # 7509-10 and zip ties # DW05724-10 to protect and secure the power wire along the underside of the vehicle.
