The best bike rack for both your wife's Electra Townie and your Trek Powerfly e-bikes is the Thule EasyFold XT # TH903202. This wheel-mount carrier uses adjustable padded clamps that will hold your bikes firmly by the frame (wherever you can find a good spot) and straps to hold the wheels in place. Since your wife's Electra is equipped with fenders most of the traditional wheel-mount racks won't work well because they use ratcheting hooks that tighten down on the tire.
I have attached a customer image of the rack being used on a different model Electra bike just so you can see the different mounting options with an alternative frame bike like this.
The rack can handle two bikes that are up to 65 pounds each and the carrier itself only weighs 45 pounds. It also has an aluminum ramp to help with loading and a fully folding design that lets you easily transport it and put it away in storage when it's not in use. Locks are included to help deter theft of your investment.
I have included a short video demonstration on this rack so you can get a closer look at all of its features.
For a similar design carrier at a more economical price we also have the Saris Current # S64678.
