For your 2017 Toyota Highlander XLE Hybrid the hitch I recommend is the USA-made etrailer 2-inch model # e98844 because it is compatible with your hybrid and because it offers easier no-drill installation than some of the other options. It is also compatible with a full size spare tire so long as that tire is not on an aluminum rim. I linked an installation video along with the written instructions so you can see the whole process.

The etrailer hitch # e98844 has a substantial 900-lb tongue weight rating and a 6000-lb towing capacity. You'll want to check your Highlander's towing capacity in your owner's manual and go by the lower of the two ratings, either the vehicle or the hitch.

For wiring you can use kit # 118449 if you do NOT have the factory tow package. If you do have the factory wiring then you can instead use part # 56042. Both kits provide you with a 4-pole flat trailer connector that provides basic stop, turn and tail lights. Install videos for both harnesses are included for you.
