Clearance measurements for hitch accessories such as the etrailer cargo carrier # e98874 are taken from the center of the hitch pin hole to the nearest part of the accessory that could interfere with something, like a bumper, on the vehicle.
For this cargo carrier there are 2 of these clearance measurements since the carrier can fold up. When folded up for storage it measures 9-1/2 inches from the center of the hitch pin hole to the nearest part of the carrier. And when folded down it measures 19-1/2 inches from the center of the pin hole to the nearest part of the carrier.
So to avoid interference your receiver would need to be placed so that the distance from the center of its hitch pin hole to the outer edge of the bumper is less then 9-1/2 inches.
Vertically, the shank has a 2 inch rise. This measurement is taken from the top of the shank that fits in the hitch receiver to the top of the shank just before the basket part of the carrier.
