What should I use as touch up paint on a silver TracRac?

The silver color Thule TracRac Ladder Racks such as part # TH43002XT-501 feature a dual-stage powder coat finish. If the powder coat gets chipped off in certain areas you will just want to use a standard silver spray paint and clear coat on the bare metal to help protect it from the elements. Since the TracRac bars are aluminum you don't have to worry about rust but it still can oxidize and get the white/chalky appearance.
