To flat tow your 2007 Chevy HHR there are a few components you will need that all work together to give you a safe towing experience. I recommend starting with the Roadmaster XL Base Plate Kit - Removable Arms # 3141-1 and using Loctite Threadlocker # LT37420 to secure the hardware when installing.

Then for your tow bar I recommend the Roadmaster Sterling All Terrain, Non-Binding Tow Bar # RM-576 which has integrated safety cables and a wiring connector to connect your motorhome to your HHR. You may want to consider the tow bar cover # RM-055-3 to cover your tow bar for storage on the back of your motorhome.

To complete your vehicle wiring I recommend the Hopkins Custom Tail Light Wiring Kit for Towed Vehicles # HM56100 which will plug into your factory harness behind the tail light assemblies. I also recommend using the charge line kit # RM-156-25 to maintain your vehicle battery when towing.

Your vehicle requires removing fuses for towing unless you use a fuse bypass. I recommend the Roadmaster Fusemaster # RM76511 for your application to give you the ability to simply flip a switch when you want to tow it.

For your supplemental braking system I recommend the SMI Stay-IN-Play DUO Supplemental Braking System - Proportional # SM99251. This braking system will install and stay in your vehicle. It only requires adjustment at installation and then becomes a simple plug and play system that will apply your vehicle brakes at the same time and with the same intensity as you hit the brakes in your motorhome. It is an extremely reliable system that is user friendly. You will need the Roadmaster Stop Light Switch Kit - Chevrolet HHR # RM-751428 for this installation to allow your RV monitoring system to alert you when the brake pedal of your towed vehicle is being applied so you can monitor proper function.

The final thing you need is a high-low adapter. To determine the correct part needed you will need to do some measuring and I've attached an article to assist. I've also linked the page to your options to make it easy to get the correct part based on those measurements.
