The Fulton Fold-Away Coupler Hinge Kit # FHDPB330301 referenced in your question is designed for 3 inch x 3 inch trailer tongues. This refers to the outside height and width of the tongue for your trailer. Also note that the thickness of your trailer tongue material needs to be between .188 inch and .120 inch.
This hinge kit lets you create up to a 48 inch foldaway tongue for your trailer. It is a bolt-on installation and all the needed mounting hardware is included.
