There are a total of 6 bolts that thread into the factory weldnuts on a 2003 Saturn Vue to install trailer hitch # e98865 as well as 2 carriage bolts and matching nuts that fit other places on the hitch. The bolts that fit the weldnuts are M12x1.75x40mm.
But if you need new hardware then you will need # RHK. Enter the hitch number and manufacturer where indicated on that page to get the correctly sized and rated hardware for that hitch and vehicle.
If you are having trouble installing the bolts into the weldnuts then there is probably some crud packed in the weldnut threads. You can clean those out using spray lubricant such as PB Blaster and a wire brush such as # 814113 or battery terminal clean such as # DW00254.
