We do not sell the Reese Compact IQ trailer brake controller you purchased but like all proportional type controllers the installation position matters. You might refer to the linked article on brake controllers.
Time-delay type controllers can be installed without regard to their physical orientation but proportional units that rely on the motion of the tow vehicle to operate DO need to be positioned facing the direction of travel. This is because their internal accelerometer sensor needs to be able to detect your rate of deceleration in order to function.
Many also have to be installed within a specific vertical range. For example the Tekonsha Prodigy P2 # 90885, a reliable consistent product, can be installed in any vertical position while the Primus IQ # TK90160 must be oriented within a 90-degree range.
I cannot comment on the condition of the item you purchased but I can tell you that you might do well to instead install a Prodigy. If your truck has a factory 7-way socket all you need is the controller # 90885 and the wiring adapter # 3040-P. The linked video illustrates.
