The Roadmaster Falcon 2 Tow Bar, Item # RM-520, can be used with or without the crossbar depending on your base plates. If you use something like the Roadmaster EZ4 Base Plate Kit, Item # RM-521448-4, you will need the crossbar. If you use something like the Roadmaster EZ5 Base Plate Kit, Item # RM-521448-5, then the crossbar is not required. I recommend going with the Roadmaster EZ5 so that you have one less thing to worry about.
In addition to base plates and the Roadmaster Falcon 2 Tow Bar you referenced (Item # RM-520), you will need safety cables, lights, supplemental braking, and maybe a high-low hitch adapter.
For safety cables, I recommend the Roadmaster Coiled Safety Cables, Item # RM-643.
For Lights, I recommend the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit, Item # RM-15267.
Since most state require supplemental braking for a vehicle being flat towed, I recommend the Stay-IN-Play DUO Supplemental Braking System, Item # SM99251. This system is a one-time set-up and then you are good to go.
Most likely you will also need a high low adapter so that the tow bar will be level when you are flat towing. I attached a link to our available inventory.
I have included links to some of our articles on flat towing and to some videos for you to check out.
Be sure to consult your Jeep's owners manual for more specific information on flat towing.
