Using an adapter to go from a 1-1/4 inch receiver to a 2 inch receiver will have zero impact on whether or not your 2009 Mazda Tribute can pull a boat. For a Class II hitch with a 1-1/4 inch receiver all you'd need is a ball mount that has the correct drop or rise which fits that size receiver. To point you in the right direction I have linked a help article for you on how to determine what drop or rise you need.
The 1-1/4 inch hitch on your '09 Tribute will not have more than a 3,500 lb capacity so you would need a ball mount with that capacity such as the Curt # C45521, along with a hitch ball that matches your trailer's coupler size such as the 1-7/8" hitch ball # A-80 or 2" hitch ball # A-82; you would also need a pin and clip like # F-4.
Once you determine the correct rise or drop you can choose the ball mount and hitch balls that will work for you. I've added a link to each of our Class II ball mounts that fit a 1-1/4" hitch for you to come back to as well.
