For your 1997 Jeep Cherokee, I recommend taking a look at the etrailer 24x60 Cargo Carrier # e98874. This carrier is compatible with 2 inch hitch receivers and features a folding design that allows the carrier to be tilted up alongside the vehicle when not in use. Built-in reflectors add visibility and its sturdy steel construction will help it hold up to travel and the elements. The inside dimensions are 60 inches wide, 24 inches deep, and 5-1/2 inches tall.
An important measurement to keep in mind with regards to your spare tire carrier is the distance from the center of the hitch pin hole to the closest edge of the carrier. When the carrier is folded, this measurement is 9-1/2 inches and when folded down for use it is 19-1/2 inches. In order for the carrier to fold up without interfering with the tire, you will need to have a distance of less than 9-1/2 inches from the center of the hitch pin hole on your Jeep to the outer edge of the spare tire.
I have attached a short video demonstration on this product that you can also check out.
