The initial thing you will want to check is the power setting on your brake controller.
If your brake controller, like the Tekonsha Prodigy P3 # 90195, is set to the highest setting then that would explain why your brakes are locking up. Typically the instructions for a brake controller say to start off testing the brake power by setting the power to about the middle and driving a short distance. After braking with your trailer connected you can then gauge what the stopping power feels like and adjust your brake controller accordingly.
If you are still having problems then the next step would be to check the setting of your brakes themselves. This can be adjusted with a special tool called a Brake Adjustment Spoon # W80630. I have attached a video that highlights how to utilize this tool.
Let me know if that doesn't fix your problem and I can help you troubleshoot further.
