It sounds like your new tandem axle trailer has a surge brake coupler. You will need to use the manual lockout on the coupler if there is one or add a Replacement Solenoid Valve for Titan Brake Actuators with Reverse Lockouts # T4748800. This electric lockout connects to a 5-way trailer plug like # HM47890, and an adapter like the Tow Ready 4 Pole to 5 Pole Trailer Wiring Adapter # 20036 will connect to the reverse light circuit at your tail light to send a signal to that solenoid to lock out the braking function so you can back up freely.

If you do not have surge brakes, then there is most likely a wiring connection that is wrong on your trailer or vehicle to engage the trailer brakes when you back up. I recommend first cleaning the connections on both ends and then testing the pins for proper function. I've attached an article to assist as well as a photo.

Your other option is to use free backing brake assemblies if you have hydraulic brakes. I recommend # AKFBBRK-35 if you have 10 inch brakes or # AKFBBRK-7 for 12 inch brakes.
