For your 2017 Chrysler Pacifica, to add a brake controller when you don't have the tow package, you will need to start with a 4-way trailer connection. I recommend the Tekonsha Upgraded Circuit Protected ModuLite with 4 Pole Harness and Hardwire Kit - Includes Tester # C59496. This will give you the 4-way flat connector and then you will need the Universal Wiring for Brake Controller # ETBC7. This will give you the wiring, connectors, and circuit breakers needed to install your brake controller.
The P2 # 90885 is a great option and will give you a proportional brake controller that will allow your trailer brakes to activate at the same time and with the same amount of pressure as you hit the brake pedal in your Pacifica. It uses an internal sensor that determines deceleration to accomplish this and also utilized the brake light signal to ensure accuracy.
Let me know if you have further questions. I've attached some articles and videos to assist.
