I checked the online owner's manual for your 2016 Buick Envision and it does appear that the vehicle can be flat towed with all four wheels on the ground. I strongly recommend verifying this in your copy of the owner's manual, as its possible you have a different model.

In order to flat tow your vehicle, you will need a base plate kit, tow bar, safety cable set, a lighting solution, and a supplemental braking system.

Starting with the base plates, I recommend the Roadmaster EZ4 Base Plate Kit # RM-523188-4. This kit is confirmed to fit your vehicle and features a hidden bracket design that will provide a nice, clean look when you are not towing. I have included the installation instructions for you to check out.

Then for a compatible tow bar, I recommend the Roadmaster Falcon 2 Tow Bar # RM-520. This tow bar has a 6,000 pound weight capacity, a self-aligning design and extra-long telescoping arms that will allow for better maneuverability and easier towing. For a safety cable set you can add the Roadmaster 68 Inch Single Hook Coiled Safety Cables # RM-643.

For a lighting solution, I recommend the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Kit # RM-15267 along with the Fuse Bypass # RM76512. This diode kit will allow you to use your Buick's tail lights and wiring system while preventing feedback from the RV. Once installed, the vehicle will be able to accept the RV's tail, brake, and turn signal lights needed for flat towing.

Then for a supplemental braking system, I highly recommend the Blue Ox Patriot Portable Braking System # BLU37TR. This is an excellent proportional system that will physically press down on the brakes inside your Buick at the same time and with the same intensity that you apply to them in the RV. You will just need to add the 12 Volt Outlet Kit # RM-9332 for proper operation on the vehicle.

Lastly, you will likely need a high-low adapter in order to keep the tow bar level. I have attached an article that explains how to choose the best one for your setup along with a link that will take you to our available selection. I have also attached video demonstrations on the products mentioned and a great FAQ on flat towing that you might find helpful.
