When driving, the brake controller should not lock your trailer brakes. It should apply the brakes firmly for a quick stop, but locking the brakes actually reduces traction. If they lock at a stop or very slow speed that isn't an issue, but they should not lock up with normal driving. The brake power on your integrated controller is adjustable and should be adjusted for normal driving preferences. If you feel your integrated controller isn't functioning as it should, you should consult your dealer.
I am not a huge fan of the factory integrated controllers and recommend upgrading to the Tekonsha Prodigy P3 # 90195. This controller will give you a more reliable and easier to operate controller, but you will need to have the factory controller turned off. This controller has a custom wiring harness # 3034-P. I've attached an article to assist.
