I want to know how we can get it tighter. It really upsetting to have to arrange it everytime you want to use it.

If the wheel loops from your SportRack 2 Bike Hitch Mounted Rack, part # A30901, can no longer get tight enough to prevent them from moving back and forth, it is most likely time for you to upgrade to newer ones as the wheel loops you have sound like they are worn out. This is a common with use over time.
The SportRack replacement left side wheel loop, part # 05004800000, that you referenced should fix this problem. If you need a right side loop you would want part # 05004700000.
