If your 1999 Subaru Legacy Outback Wagon came with the factory tow package then you will need the Tekonsha T-One # 118461 which simply plugs into the plug that you found at the rear of your Outback Wagon. I have attached a sample installation video you can reference.
If you will be using this for towing but you do not have a trailer hitch yet then I recommend going with the Curt Trailer Hitch Receiver # C12270. This is a Class II receiver with a 1-1/4 inch hitch receiver opening rated for 350 lbs Tongue Weight (TW).
You will also need a ball mount, like the Draw-Tite Drawbar # 36061 that has a 3-1/8 inch Rise, and a hitch ball like the 1-7/8 inch diameter # 19257 or the 2 inch diameter # 19258. You will want to check out the attached ball mount article to ensure that this ball mount is correct for your towing application.
