It sounds like you have a ground or short issue on your 2017 Ford Escape. You can verify this by plugging the Ford LED Lighted Trailer Hitch Cover # CR-007F into another vehicle that the wiring is good on to see if it has the same problem.

If your turn signal will not work when you plug in the Ford LED Cover then you will want to check your ground connections and make sure that they are secure and connected to a clean, bare metal surface.

If the grounds are good to go then you will want to check the wiring for any places where it is damaged, corroded, bent, or exposed and replace it. You can replace it with Bonded 4 Wire # 16-4B-1 (sold by the foot) and Butt Connectors # DW05744-5.
