I have a solution for you, but the cargo carriers that use the Rola TuffBak 59119 are slightly too large for the 2005 Ford Focus' available Class I hitches.

Class I hitches can only handle weight to a certain point, and most manufacturers make their hitch receivers with a stop that prevents higher class accessories from being used.

You can get similar functionality out of a etrailer Cargo Bag, part # e98990 and an appropriate sized carrier.

For a hitch, I recommend Draw-Tite brand hitches. You'll need to pick the one that works with your particular trim level:
- Sedan, excluding ST, ZX3 Hatchback and ZX5 Hatchback, part # 24692

If you have an ST trim focus, there are no current fits for that trim level.

To add a carrier, you'll need one that fits the bag. I recommend the Reese 20x47 Cargo Carrier, part # 63155, which will fit the Expandable Bag nicely. The raised sides are nice if you are carrying cargo that isn't going in the bag, as it provides additional mounting points for any tie downs you may use.

A tie-down set like the Erickson, part # 34413 straps is a good way to increase the usability of your cargo rack by letting you handle larger cargo.

I've attached videos of all of these parts so you can get an idea of how they look in action.
